Position Summary/Purpose of Position:

UMD is seeking an HR professional who will provide human resources support for the University Health Center (UHC), a UMD department in the Division of Student Affairs at the University of Maryland, College Park. This position will assist the department’s Human Resources Partner in a two-person team to ensure the smooth and efficient functioning of the department. This position is responsible for providing human resources support to the UHC Director, administration, supervisors, and staff in all areas of HR, and will report to the UHC’s Associate Director of Administrative Services and Healthcare Operations. This position requires at least one of the two HR professionals to be physically in the office at all times during business hours and will require coordinating telework and time off requests with the Human Resources Partner.

Minimum Qualifications:

Education:
  • Bachelor’s Degree in Human Resources, Business Administration, or other related field.

Experience:
  • 3 years of progressively responsible human resources experience, including employee relations experience.

Knowledge, Skills, and Abilities:
  • Knowledge of labor laws and regulations.
  • Knowledge of federal rules and regulations
  • Customer service oriented with strong interpersonal and creative problem-solving skills, and the ability to think strategically to accomplish goals, must be able to communicate effectively both orally and in writing.
  • Ability to establish and sustain collaborative relationships, work independently, maintain confidentiality, and interact with high-level administrators, staff, and other stakeholders.
  • Detail-oriented and possess strong organizational skills
  • Ability to meet deadlines in a high-volume environment.
  • Computer literate with experience using HR systems as well as other software programs, such as Zoom and Microsoft Office.

Essential Duty/Responsibility (1): |
  • Human Resources Support: Collaborates with HR Partner on HR functions and provides human resources support to the Director, the UHC administration, supervisors, and staff in all areas of HR in accordance with applicable laws, policies, and procedures, including state and federal rules and regulations. Handles onboarding, credentialing, payroll, timekeeping, and finds solutions for HR issues. Ensures that human resources support activities and services are carried consistent with, and supportive of, established departmental, divisional and university-wide human resources vision, mission, and plans. Serves as a point of contact (POC) to help resolve issues concerning human resources procedures and practices for the UHC. Works with HR Partner, staff, administration, and appropriate UHC, DSA, and UMD offices to ensure an efficient, streamlined, and smooth HR process.
  • Employment: Performs onboarding and offboarding for all new regular, C2, and C1 employees, student employees, interns, and affiliates. Maintains and provides an updated organizational chart with each new staff hire and departure. Ensures all new providers have completed their UHC credentialing before beginning at the Health Center, and ensures that the credentialing files are maintained and are up-to-date. Ensures healthcare providers know in advance when their licenses and credentials expire and provides advance notification such that provider credentials are updated and don’t lapse. Coordinates with other UHC units to add and remove employees from Occupational Health, IT, website, and administrative systems/applications.

Essential Duty/Responsibility (2): |
  • HR Services: Provides answers to staff on interpretation of HR policy and procedures. Responsible for coordinating initial department efforts related to staff that require Family Medical Leave (FMLA) and other approved leave. Responsible for coordinating departmental efforts related to staff who require ADA accommodations and ergonomic evaluations. Works with department administration, supervisors, DSA, and UHR representatives on submission of paperwork related to this area.
  • Policies and Procedures: Works with the Director, the UHC leadership team, and the Human Resources Partner in developing and maintaining department policies and procedures. Serves as a resource for UHC staff on the interpretation of HR policy and procedures related to recruiting, employment positions, leave, timekeeping, payroll, etc.

Essential Duty/Responsibility (3): |
  • Engagement: Collaborates with HR Partner for employee engagement activities, including quarterly birthday celebrations, holiday parties, retirement parties, etc. Other duties as assigned.
  • Employee Relations: Collaborates with HR Partner on managing workplace complaints by gathering information and investigating issues. Manages the HR exit process, retrieves badges and keys, answers questions relating to time record and final paycheck, etc.
  • Payroll/Compensation: Ensures paychecks are distributed to staff in a timely manner. Prepares and processes payroll transactions for UHC staff. Maintains existing and new records of UHC personnel.

  • Financial: Renews staff licenses and certifications with the UMD Purchasing Card (P-Card). Maintains accurate monthly records of P-Card purchases/transactions. Collaborates with HR Partner and the UHC leadership to create the UHC salary financial reports. Prepares ad hoc reports. Other duties as assigned.
  • Training: Coordinates training of new hires, and ensures the mandatory training is completed. Works with the HR Partner, UHC administration, and supervisors to identify areas where training programs may be beneficial. Other duties as assigned.
